
SPV DICDL Formed to Fast‑track DSIR Development
GANDHINAGAR: In a landmark institutional move to expedite the growth of the Dholera Special Investment Region (DSIR), the Dholera Industrial City Development Ltd. (DICDL) was officially incorporated as a Special Purpose Vehicle (SPV). This dedicated entity was established as a joint venture between the Delhi-Mumbai Industrial Corridor Trust (DMIC Trust) and the Government of Gujarat, represented through the Dholera Special Investment Region Development Authority (DSIRDA).
The formation of DICDL marks a critical shift from planning to execution, empowering the SPV to oversee a wide range of responsibilities including:
- Planning and execution of trunk infrastructure such as roads, power distribution, ICT networks, and water supply systems
- Investor coordination and land allotment processes in collaboration with DSIRDA and GIDB
- Project implementation oversight across the Activation Area and broader town planning schemes
- Inter-agency coordination to ensure compliance with central and state policies, environmental guidelines, and financing mechanisms
DICDL is structured to function with financial and administrative autonomy, allowing faster decision-making and direct implementation capabilities. This framework is designed to support the delivery of plug-and-play infrastructure, making land parcels development-ready for domestic and global investors.
With the backing of both governments and a clear governance mandate, DICDL is positioned as the central force driving Dholera’s transformation into India’s first greenfield smart industrial city under the DMIC corridor initiative.
