GANDHINAGAR, MAY 2013:
In a crucial step to streamline urban planning in Dholera, the Development Control Regulations (DCR) were officially released by Gujarat authorities. These regulations provide a legally binding framework for managing land-use and construction within the Town Planning Schemes 1 to 6, covering over 422 sq km of the Dholera Special Investment Region (DSIR).

The DCR outlines comprehensive standards for:

  • Permissible land-use types (residential, industrial, commercial, logistics, green zones, and mixed-use)

     
  • Plot sizes, building heights, floor space index (FSI), and ground coverage limits

     
  • Setbacks, road widths, and alignment rules to ensure coordinated growth and adequate infrastructure provisions

     
  • Environmental buffers and open-space ratios, aligning with sustainable urban development goals

     
  • Utility placement norms for power, water, drainage, and ICT corridors within plot boundaries

     

These rules are intended to promote clarity and uniformity across various development segments—whether for affordable housing, industrial hubs, or social infrastructure. The guidelines are also compatible with Dholera’s overarching smart-city zoning strategies, ensuring that projects follow globally benchmarked urban standards.

With the DCR in place, investors, developers, and planning authorities now have a unified reference point for approvals, layout design, and compliance checks. The move marks a significant milestone in transitioning Dholera from planning to structured execution, while also supporting the plug-and-play readiness of the Activation Area and beyond.
